The Ankara Bar Review (ABR) is one of the premier publications of the Ankara Bar Association. It will hopefully grow into being a must-read for lawyers, who value being well informed on important matters of legal interest.

The ABR is governed by a volunteer Board of Editors dedicated to publishing outstanding articles that reflect their authors' independent thought, and not necessarily the views of the Board or the Ankara Bar Association (Ankara Bar Association). A Board of Advisors, Editor-in-Chief, Managing Editor and Assistant Managing Editor, Technical Assistant will complete the managerial composition.

Our authors would be attorneys, counsellors, judges, prosecutors, academicians and others interested in the development of the law.

Our articles are practical and of broad interest. It is a very conscious and deliberate choice. We are very selective about the materials though. The ABR publishes practical and procedural articles not only on national law issues, but on international law matters as well. The same balance is struck on legal topics, such as theoretical and philosophic.


The goal of ABR is to provoke serious thought about how justice may be reached through advocacy. We firmly believe that confronting issues from all sides rather than avoiding them is the surest route to that goal.


A serious journal does not have to be dull, and scholarship need not be presented with a long face. ABR seeks to be practical and concrete, not abstract and theoretical; lively and readable, not sombre and long-winded.


We expect to present timely information, analysis, and opinions to a wide variety of readers, both national and international, in nearly every practice area. The ABR helps lawyers and non-lawyers stay current and share in-depth information on the latest legal developments, issues and trends with their colleagues.

The editorial policy of ABR is under constant supervision of its Board of Editors and implemented by the Editor-in-Chief, Managing Editor and Assistant Managing Editor. The provisions of the policy are:

  1. All submissions to ABR are subject to approval by its Board of Editors, and they are reviewed in the order they are received.
  2. Articles are judged on importance of topic, accuracy, clarity, timeliness and writing style. Articles not written in standard expository style are not accepted. Therefore submission of briefs, summaries, outlines or memoranda are not appropriate.
  3. The Board of Editors reserves the right to require rewriting or editing as a condition of publication. The Editor-in-Chief reserves the right to edit all material.
  4. No compensation is paid for submissions.
  5. Members of Ankara Bar Association are given special consideration in submitting articles for the review.
  6. No topic may be reserved for an author, who indicates either verbally or in writing that the author intends to submit an article on a particular topic.
  7. Statements or expressions of opinion appearing in the review are those of the authors, and not necessarily those of the Ankara Bar Association, ABR or the Editor-in-Chief.
  8. The editorial goal of ABR is to provide lawyers and non-lawyers, who are domiciled both in Turkey and abroad with a forum for the discussion of all viewpoints. However, the Board of Editors reserves the right to reject any manuscript at its discretion.
  9. An author may request the reconsideration of a manuscript that has been declined for publication in ABR. The request must be made in writing to the Board of Editors, and the decision of the Board is final.

Featured articles
Featured articles must be relatively brief, no longer than 20 pages (double-spaced on 8 ½ by 11 paper), including footnotes. Longer articles are accepted under exceptional circumstances only. You can also submit a copy by regular mail. Please include a paper copy of the article, as well as an electronic copy properly burnt to a CD, if possible. Manuscripts and CDs will not be returned.

The title of the article should be kept short, no more than ten words. Please send a concise biography that includes name, firm/institution, and title.

Law in Turkey
Under this section, prospective authors are requested to be writing anything (series in two parts highly preferred) of unique nature on Turkish legal system and/or Turkish legal education for those, who would like to catch a glimpse of the basics.

Turkey and Law in the context of International Relations
It is our intention, from a critical standpoint, to become instrumental in shedding a light on thorny issues that have already become part and parcel of Turkish foreign policy, such as Cyprus, Aegean territorial waters & continental shelf, Flight Information Region, Armenian question, usage of veil in public places, right to a healthy environment, etc. Surely the intention is confined to the areas, which come across the deep waters of international law.

European Union (negotiation process and the prospect of membership)
Problematic areas that are radiated from, to a lesser or greater extent, the alignment process of Turkish legislation with that of acquis communautaire are certainly an area of concern to the ABR.

News from the lawyerly world
A wide variety of news, for instance controversial judgements, disparate/inconsistent application of law, interviews, appointments, are announced under this section as they brake and/or grab our attention.

Letters to the Editor-in-Chief
Letters to the Editor-in-Chief must relate to a topic that was published in ABR and are published on a space-available basis. Letters should address topics in ABR; they should not be personal attacks on others. ABR does not publish letters that are defamatory and/or in poor taste.

Letters should not exceed 250 words and are subject to editing to length.

ABR does not publish letters that endorse political candidates. All letters are subject to the approval of the ABR Board of Editors. Managing Editor may also limit the number of letters published on a single topic and may choose letters that provide different perspectives.

Book reviews
Writers may review new books, electronic media or other legal resources that help members with the practice of law. Reviews can be on practical, scholarly, theoretical or entertaining subjects. The goal is to include a variety of subjects.

Reviews must include title, author, date of publication, publisher, number of pages and price.

Reviews should discuss accuracy and completeness of the content of the book; readability and organization; usefulness to practitioners; and personal thoughts/opinions.

Reviews should not exceed 750 words. Reviews are subject to the approval of the ABR Board of Editors and are published on a space-available basis.

In My Opinion submissions
Submissions to the ABR In My Opinion column are judged on importance, timeliness and relevance. Submissions may not include political endorsement or attacks on others. All opinion submissions are subject to the approval of the ABR Board of Editors. Submissions should not exceed 1,000 words.

Political Economy of Law/Regulation comes at a price
The impact of law on firms, markets and economic performance is immense. Submissions are expected to analyse aspects of the relationship between law and economics, including the role of economics in court, property rights and economic development, the law and economics of the firm, and law for competitive markets. In this context, insights into the way the taxpayers money is spent for the sake of regulating and/or supervising would also be preferable.

Copyright
A manuscript belongs initially to the author. However, it simplifies publication procedures if the author of an article for ABR completes the transfer of copyright form they will receive from the Ankara Bar Association once their article is accepted and scheduled for publication. This form allows the author to transfer the copyright to Ankara Bar Association. Ankara Bar Association agrees that its ownership of the copyright will not preclude the author from having full use of the article. The author may have it reprinted in other publications or used for other ethical and lawful purposes.

Circulation
ABR is a flagship publication of the Ankara Bar Association. Circulation of more than 7,000 is exclusively to bar members, but the rest is to be distributed amongst trainee lawyers, bar and law libraries, other bar associations and other law-related groups. ABR is not considered a profit-making publication.

Publication schedule
The ABR is published initially at two issues per year with the goal of eventually reaching four issues per year (quarterly). The ABR is published primarily in English; having said that the Board of Editors may select an article originally written in Turkish in case the Board unanimously considers such article would add significantly to the content of the issue. None the less this is the exception rather than the rule.
